To do what you want is likely to be a lot easier using an app such as Audacity (which is free, open source and well-maintained by an active community).

Hmm, no, not exactly. Every waveform will have some parts above the average and some below the average. This is, after all, the nature of averages. This is known as a DC offset (or a number of other similar terms): https://en.wikipedia.org/wiki/DC_bias . It is generally bad in audio, but it can be removed by subtracting (or adding) the DC offset from every sample. After doing so the ‘new’ DC offset will be zero. Edit: That said, you are correct...

I’ve always explained this ‘feature’ of Live to myself as being related to the distinction between Live Projects and Live Sets. In Live’s mind you want to save new sets into the same project as before, which almost kinda makes sense
