Not out of the box. I plan on making a M4L device to make the Push grid mimic the Launchpad User 1 mode for playing an entire drum rack at once.

I don't mean to defend Ableton here, and I agree that arrangement functionality would be great, but Ableton's been pretty explicit about this being a song creation/session controller from the start.
I'm sure the community is going to come out with some amazing new functionality for it

You could do this without M4L by automating the chain selector of a MIDI FX rack so that MIDI is sent to the Arp only on the first beat of a measure, and then setting the Arpeggiator "Hold" to on

Create a MIDI track, and set the "MIDI To" to your APC.
Then create a new clip in the track, and draw in notes on the beat.
Each button has a note to light it up, and the velocity determines the color.

What I am saying is that no, you cannot interact at all with the built-in Push functionality via the LOM.

To alter Push's built in functionality like that, you are in fact going to have to hack the Python scripts.
It's true that the Push is accessible through M4L via the control surface API, but you can't interact with or change any of the built-in functionality, you can only create new stuff.
