Beneath Envelope MIDI's A/D/R settings you'll see 0% - that's for the env's curves.
Try something like 40-50% for the Decay, should get you nearer.

Does it even snap at the start of any samples? the Simpler info panel says it does, but here it's only the end that will snap.

The button to the right of the metronome button should say '1 Bar' or similar. If it says 'None' that's your issue.

instrument racks with their chains' power buttons automated can fail to render properly (bug report sent 2 years ago..) - maybe related?

sounds like you're in automation mode. you can either turn it off (press 'a' - will then work as you expect) or you can press the 'up' arrow to select the main clip area.

use this one instead - it has a mappable 'send' button that will send the device's current CC settings.

this has 8x CCs. if you need more you can stack them in a rack.
map the 'resend data' to a button and you can send at start of each track.

That sound requires a synth capable of oscillator sync. You can get in the ballpark using Ableton’s Analog synth (it has osc sync) but it requires messing with pitchtracking workarounds so I wouldn’t recommend it. 3rd party plugins are the way to go for that sound.
