Please note that the waves 9 bundle is supported in Live 9, not waves 8.
To trigger a deeper rescan of plugins should you loose them, please go to preferences press and hold 'alt' and click 'rescan'

Tried several in Live 32 & 64 bit under windows 7 but could not reproduce your problem.
Are you using the absolutemousemode in the options text?
Are other windows users seeing issues using the scroll wheel?

One note able difference is also that VST's can send midi data to host. If you for instance have a VST sequencer and would like to send this as midi data to another instrument in Live.
AU's have this option blocked by design.
