to my understanding, Push will browse ableton native device(-racks)/presets. You can always put any VST into a rack manually, it will be available in the Push Browser then.

Maybe there will be an automatic way of creating a rack automatically for every scanned VST?

That reads more like they are bringing down latency of their native devices, instead of delaying objects due to latency introduced by any device.
