As i see, you use an Soundblaster Audigy2. I would give asio4all a try. I used the Audigy2ZS (mobile) with my IBM T41 and the performance boost was amazing. Check it out, its free.

Hmm... Sounds a little bit strange to me. Try increase the buffer, if its to small, the cpu will hook. Just to see if there are any changes. There is also iKey. Seems to be powerfull like QuicKeys and much cheaper - there seems to be an older version iKey called "Youpi Key" arround, that is for free.
