Nice job there funken. Have you attempted creating L9 projects and packing them? According to the manual, when they are again unpacked by L9, the pack is supposed to populate under Packs in Places. I've not been able to successfully make that happen. Have you?

Well, I can't speak for a completely fresh install of the program, however I would assume the user would receive whatever comes with the Live 9 Core Library (for their version) with an empty User Library. I am awaiting a reply from Product support. There must have been a severe miscalculation. Not wishing to assume, but this could possibly be out of Ableton's hands and more an issue with Akai since they are the actual manufacturer of the product.
