You can use the MIDI Velocity Effect as a gate to block lower velocity notes from playing. Here's something I just tried.

Usually, Ableton crashes on start-up (see above).

Just now, I unplugged my sound-card first, and then started Ableton. Guess what? No crash.

Maybe worth a try if you've run out of ideas.
