In a MIDI clip's velocity editor, hold CMD (or CTRL on PC) to draw a straight line. This adjusts the velocity of all selected MIDI notes. Note that this only works as long as draw mode is inactive.

That's a crash that occurs in a deprecated MacOS API. We have seen these crashes in conjunction with Waves plugins. Try removing all Waves plugins from your Live set and also from your template set (if there are any) and check if that solves the problem. If so, I'd suggest to contact Waves' support.
