...not directly a dedicated looper-preset, but you could create a live template with a track with a looper in it and the desired midi mappings. this way the looper will already be there and be mapped anytime you open a new set.

M-Audio Keyrig feels totally crappy. I don´t know about the others you have mentioned, but I would suggest the M-Audio Keystation. It feels good to me. but you should be aware that it hasn´t got aftertouch and it´s a little beyond your pricerange (but not too much).
