No, you could only cause harm if a firmware update goes wrong because of SysEx failure.
I don't know how the TX7 reacts, but when sending program data too fast it would either
get only parts of the program, give you an error or crash.
I'll keep you updated.

Actually when you move a fader in the editor fast there should also be a lot of SysEx traffic. But SysEx was not made for realtime control and I don't know how much SysEx traffic the TX7 can handle. I didn't really find evidence on the net for the TX7 being slow in processing SysEx, so no idea if it...

Yes, this seems to be the purpose of this delay parameter.
MIDI-OX also has a feature to send SyEx files and there you also can set a
pause after each SysEx message. This can be necessary like in your example,
but there is no use in delaying midi notes like Ctrlr does.

I have a TX7, but I haven't hooked it up to CTRLR yet.
I'm not at home at the moment and I can't remember the exact setting you need in CTRLR, but it's in there.
LoopBe1 should also work, but only gives you one cable in the free version.
loopMidi gives you...unlimited I guess.

Richie, I think saveriovita is already ahead of what you are talking about.
He found out it needs SysEx to edit DX7/TX7 and he started different attempts
to get SysEx for editing AND notes for playing to the DX7.
I'm pretty sure there is just something wrong in the midi setup...

Just a few thoughts: This latency thing with CTRLR is strange. Check your MIDI setup inside CTRLR and in Ableton (and be sure you know how it should be set up - there is a guide on CTRLR website), maybe search the CTRLR forum or try to contact the developer if the latency's still there.
