Live always works internally at 32bit, so even if you record at 16 bit the mixing engine will output 32 bit.
So it makes sense to use dithering.

have you tried clicking that small "A" button in your drum rack?

Given a project w/ lots of channels, automation etc and some of the channels are pretty hot and I want to drop the overall level arriving at the master by 5dB or thereabouts to bring up the master fader and to gain some headroom for mastering etc. Is it enough to use Utility plugs to drop the level...

just check with cue mix that everything is setup correctly, the problem must be there.
