Still having pops and clicks in 9.0.4 when turning on/off vsts. My workaround this: Create two chains in a fx rack. name the first chain 'THRU', name the 2nd chain after the effect ('LIMITER' as an example). Drop the Limiter in the second chain. Map the Limiter vst power button to a macro at value 1...

Right click the chain selector or device title bar, there should be a command called 'chain filters midi to device' or something similar. Try that.
