I also am experiencing this on b16 OSX 10.4.11, 2GHz Macbook. (No problem with Live 7).
Live 8 runs perfectly fine though, nice and smooth, so I guess it probably is the beta debug stuff running.

if your global quantization is set to 1bar/2bar/etc. and the session view clip's quantization (in the launch panel) is also set to global, then it should be launching in time. if so, then it could a problem with your arrangement view loop... is it a loop consisting of a whole number of bars?

It depends what type of house or techno really. If you're playing the more commercial/funky house then the BCF2000 is pretty suitable, for more techy/tech-house type stuff I'd go for the Evolution UC33e.
