Say I have a track that I have fleshed out in arrange mode, instruments are coming in and out as i want them to and the structure of the song is set... Mainly its a vocoder but theres a lot of other effects you can throw onto a voice to give it that kind of quality (delay, resonance, beat repeat, etc.)
