Do you have an external audio interface? If you are using a standard sound card of the motherboard than an audio interface will improve things significantly.

Have you tried adjusting your buffers/latency?

There is no way to get 0 ms latency with a digital system. I am fine once I get to less than 10 ms. Not sure how you could even get it set to 0 ms. There has to be some sort of time involved to convert the audio to digital.
