any laptop will run live - just make sure it has a few usb ports on it for your audio interfaces and you're done

I won't upgrade. The simpler improvements in 9.5 are good. The rest (wavetable synth (sounds rubbish compared to massive and razor)), a few colours in the browser and the ability to copy project files with versions (yawn) and a drum equaliser are weak. I would probably have bought it if they listene...

Your question is very relative. We are using a software and computers that people 15 years ago would dream of. And some of the coolest music was made with "ancient" (by todays standards ) computers. So your dilemma is a luxury issue. I have been using 8, then went to 9 and now preordered ...
