I should clarify: I can follow that link regardless of whether I'm logged in or not.
What's odd is that it doesn't show up when I'm logged in and I browse "Free" Packs, but it does show up under "Free" if I'm not logged in. Did you try browsing Packs, or just the direct link?

Why not just set a tempo in Live that you are happy with and record some stuff to that? Stick to whole numbers to make life easier. Tap tempo is more for working out the tempo of a tune really.
