Do i have to spent 249 Euros for M4L to turn my APC into a stepsequencer?
Is there any other possibilty?
It's not that i think M4L is too expensive.
Probably it's a great thing for a lot of people but
for my needs just too much!

You could use Mike's monome emulator:

It give you access to a lot of Monome step sequencer applications and is free.

Create nine midi tracks.
Set the first eight tracks to output midi to the ninth.
Create 5 one bar clips per track (or more if you are willing to midi map more buttons)
For each of these clips you need to create a single note and offset it by an eight of a bar as you go across the grid and pitch it down as you move down (the amount you'll pitch down will depend on your scale of course).
Drop an instrument on the ninth track and trigger some of the clip.
You now have a step sequencer

It's only 200 euros if you buy it from the states.
