sampler comes with ableton suite
you have to buy sampler if you have the standard version

Sampler is a separate purchase. It's also included in Live Suite. In plain vanilla Live, there's a simpler version, aptly named Simpler. There's also the dedicated drum sampler Impulse.

Simpler enables you to playback one-shot and multi-sampled instruments and has some editability - depending on your needs, it may be enough (although not for serious sound mangling).
Try using it and if it's not enough you can DEMO Sampler to see if it's worth spending money on as a separate purchase, or as part of the Suite (you can DEMO all the Suite instruments too).
