The new Mark E and Kassem Mosse releases are rather good, and they're downtempo house insofar as they're in the 110-120BPM range...

wolf + lamb have some really interesting releases and third ear recordings are worth a listen for some good old fashioned deep and beatdown style house

While multiple genres from downtempo to drum and bass, In-Yo-Prism's debut album features some great downtempo tracks such as 'Walking Spirit'
