Drum rack grids scroll 3 rows not 4

When I scroll my drum rack grids up or down, they shift 3 lines rather than 4. This means that when using a 4x4 pad controller (as I believe is intended for drum racks), once you've scrolled, say, up 1 grid in Live, the bottom row of 4 pads is the same as the top row of the preceeding grid. Weird and frustrating, as you can't have a 'fresh' set of 16 pads each time - there's always overlap. Or am I missing something?

In fact looking at the column of grids, they are grouped into 3 rows of 4 (as indicated by the shading), yet the box you move up & down is clearly 4x4. I'm confused.
