With regards to your 2007 mbp, I bet it wasn't actually frozen after the restart for the update but was rather still installing 4 years worth of updates and when you forced a shutdown on it that left some stuff half installed or half removed. Re-running the update and letting it take it's time to do its thing would likely have fixed your problems. The lesson learned here should not be to avoid the software updates but rather to keep up with them.

One thing to do is never boot the computer or bring it out of sleep unless everything is connected the same as it was before. Windows will get confused if you plug into a different USB port, both Mac and Windows can get unhappy when you hook something up while some MIDI or audio application is running.
Do you have the latest drivers for all your outboard gear?

Funny thing is, I did not use Migration Assistant, but freshly installed all software and latest drivers. Perhaps it's a coincidence that I am having USB problems on both. I foolishly cloned my 2007 AFTER the failed update incident and BEFORE I successfully updated to 10.6.8. Software Update will have nothing to do with this.. as you did not use this on your new 2011 lappy.
10.68 is not 'the only variable'.. your dealing with an entirely different model of laptop.. 4 years and a couple generations apart.
If audio/midi Setup shows only one Behringer device...
Ahhh.. well...
Then the 2011 lappy is only seeing one Behringer device....
That explains why one is 'not working'.
USB connection might be spotty (old cables, etc).
Check your USB connections/ connectors.
Try each Behringer on a separate USB port.
Determine if each on is fine on their own.
You will need to determine if this EC24 USB card is not playing well with your new lappy for some reason, or it is broken.
You really are starting this troubleshooting at ground zero here.

I did in fact have to use the software update on the 2011. Perhaps I should do another update on top of it, there is probably SOMETHING Apple wants me to update.
Good call on trying each Behringer separately.

My 2007 would always freeze or fuck up unless I removed all USB and FW cables before going to sleep and waited till it was awake or booted before plugging anything in. If I followed this behaviour, everything worked great. Oh ya. It must be OSX, thats OS is worth like $1700! I have yet to upgrade to LION because w/o Live my computer is useless!!!

I recently had to reinstall all my peripherals (including all controllers, mouse, keyboard, etc.). All I did was unplug everything and not use the computer over a weekend. I even made sure to plug everything into the exact same ports they were plugged into originally (cause I've been down that road before). This was a semi-custom PC laptop; I still have no idea what happened. All I'm saying is: sooner or later, things will start cocking up with a computer - Mac or PC.
