Izotope RX2 is really good for that. They have a specific tool dedicated entirely to de-vinyling scratchy vinyl recordings.

IZotope RX as mentioned is one of the best programs for this albeit very expensive. If you want to go the cheaper route but still get stellar results, you may try ClickRepair (http://www.clickrepair.net/). They offer a 21day trial period with full functionality. 40 sum thing dollars if u want to buy the license. Great restoration tools IMO.
