If i don't start off with a clear idea of what i want to do, i usually mess around with sounds in Session view, throwing ideas against each other until i'm happy with the groove and sound. Then i switch over to Arrangement view and start laying out those sounds into a structure that makes sense, and use that as a starting point.

i always start with the beat. i produce drum'n'bace and the beat is probably one of the 2 most important things in dnb (alongside with the bassline duh)

Melody on guitar (usually chord/picking progression).
Then bass.
Then drum.
Then additional--lead, sounds.
I'll usually work on that for awhile. Then I might quantize the bass based on the drum track, and then might have to rerecord the guitar.
Pretty disorganized, actually.
Then a vocal.
Then I put it into a file because it sucks.
