What's the difference between sample delay and a time delay?

I assume you mean in the track delay section?

not being facetious but : Sample delay is measured in samples, and time delay is measured in milliseconds.
other than that, they are the same thing.

That track delay thingy is intended primarily to fix issues of synchronization, and you often know one or other figure (in regard to whatever issue you are trying to fix).
They both do the same thing, but with different units.

Ahh ok cos when I watch tutorials and they use Logic they have the "Sample Delay" function in Logic.
Does live have a sample delay function? Or is it just the timed delays?

It's more accurately an offset than a delay (because it goes plus AND minus) but yes,
press the little D to show the "track delays", then press the [MS] button to flip over to sample mode

I think most of Live's delay devices can be set to samples or milliseconds.
