does the scale locking feature work when a midi controller is connected to the ipad
and does the scale locking feature send an output through midi allowing you to control another synth
with animoogs scale feature?

No. The scale settings only apply to the keyboard in the app. If you want to limit what notes are sent to the app by a midi controller slap a Scale effect in front of the External Instrument device in your midi track.

Seriously, though, you could have tested this to see the results in the time you've been waiting and shuffling.
