A bit more info would help....

Music genre, male or female voice, home/studio use or live, to use with a computer interface or a mixing desk (i.e. phantom power) and so on.

the shure KSM32 is pretty awesome!!! they are expensive though, but you can find them for 300 some (american) on ebay.

For christ sake: if he has to ask I assume he doesn't know anything about room treatment and therefore it is best to go with SM58 or some other similar dynamic microphone. Large capsules tend to sound just horrible when recording in a untreated room.

Oh dear. Someone got out of bed the wrong side...

Ok, I'll revise if it calms you down:

Rode NT2 with a pop shield and duvet or 2 hung on the wall.

Avoid an SM58. It will most likely sound amateurish, especially on a ballad. It is designed to be cheap, low on feedback and hard wearing in compromised live situations. And Bono notoriously uses one in the studio. That alone should be reason enough for any sane person to avoid it...

Digital Village do some vocal mic packages that include pop filter, cable, mic, reflection filter etc.

Edit: The thing is: SM58 is a safer bet in case you have no clue what you're doing. Especially if the room sounds shit, it's way less horrible choice than any large capsule condenser you find.

Björk uses it as well.

+1 for RØDE NT2. You should consider buying a mic pre also. If you're on a budget, maybe check out GAP Pre-73.

I love my Sennheiser MK 4. Great sounding condenser for vocals IMO. I picked mine up for just under $300.
