midi velocity/panning question

Hey guys I have two questions,
1.I often play midi notes into midi clips when making songs, but because of the velocity sensitivity it's the loudness of each note is all over the place. I was wondering if there was a quick and easy way of kind of 'normalizing' the velocities of each midi note in a midi clip?
2.I can't seem to pan properly in ableton, even if I reduce a sound to 0% width with utility (make it mono), and hard pan it fully left, I still get some sound coming out of the right speaker.. How can I fully pan left or right?
