It says: Your purchased Packs and the ones included with your copy of Live are always available to download from Your Packs.
OK. But on "Your Packs" :
There's no download button - only "purchased: 15 Nov 2012"
???

some stuff comes with the "Core Library". really the small stuff, presets for software instruments, that sort of thing. That's what makes up a lot of that 655.5 MB. when you install that you see a good chunk of basic content installing, that's the things you don't see download buttons for on the Packs page.
yeah, it's not a great of very understandable system of managing content, I have resorted to keeping a text file of what I have downloaded and when, and what versions they are !!
but ... well what can you do? One of my instruments from Suite (Collision) that simply reports the word "Authorize", yet it's installed and authorised along with the rest of Suite. Baffling!
Anyway.
Anything with No download button = probably already in your "core library"
