Dynamic Problems using Sampler/Simpler

Does anybody else have problems when using Sampler or Simpler with the dynamics?
When I send a velocity of one the sound is too loud. Actually, the range from 1 - 20 is almost identical in loudness. I have set the velocity / sensitivity up (or also the Vol<Vel) to 100%. This doesn't really help much, just raises the signal into the red and makes it awful to play.
I noticed this especially on the Grand Piano (e-instruments), but this also happens with many other sounds.
