ableton live 9 packs not appearing in restored library

Hi, I've just installed Live 9 on my new laptop and I've copied the c:\users\user\My Documents\Ableton folder to the same location on my new laptop but no factory packs apart from the core Library are available to me. When I browse to the folder the packs are in all I see is folders with the pack names, sort of stored like projects.I can open these fine but the don't install to the library. I have the Suite and it's way to much for me to download it all again.

Does anyone know how to fix this?

I had a similar problem. Moving the library again and select the new location in preferences seemed to help.
