There is a cure. Here it is:

1. Go to your "Control Panel" in Windows 8.
2. Go to "Power Options", and make sure "High Performance" is selected.
3. Click on "Change plan settings"
4. Click on "Change advanced power settings"
5. Scroll down to "Processor Power Management".
6. Then make sure that the "Minimum Processor State", and the "Maximum Processor State" are both set to 100%.

I had the same problem with my pc, and the tweak that I just explained solved the problem. Let me know if that helps.

You solved it !

Nice tweaks, now my Ableton CPU bar is fixed to a more decent value even with Divine setting ON forever !!!
