Toggle hi/low vs momentary midi CC messages.

Toggle hi/low vs momentary midi CC messages.
I'm trying to assign a controller I know very little about to turn track mute on & off. When I put in MIDI learn mode it seems to assign, but the button only then will turn it off, never on again. Anyone else seen this? Is it they way it sends the message (maybe toggle vs momentary)? Can I change switching between momentary and toggle CC modes switches? Or is this something else wrong/weird with the controller?
