is it possible to move the included samples onto my E: drive from the C:drive ?
My C: is an SSD with limited space . . .

Absolutely possible, and Live can help you:
Go to the Library Preferences and change the installation folder for packs. Live then asks you if you want to move the existing content.
I've done that after the initial install of Live 9, so it only had to move the bare core library. After that I installed the additional content from the downloaded packs and they went to the chosen destination.
This should work for the user library as well; factory/partner packs and user library must be in different folders, but be in the same parent folder. I do it that way to conveniently back up both libraries.
