Track MIDI in not working from a VST 's output

Windows 10, 64 bit, Live lite latest version (and latest beta)

I found a 64 bit plugin with Midi Out called hypercyclic (64 bit) and added into track 1. Then Track 2 has this VST selected as it's MIDI input. Track 2 has a VST called MidiMonitor (64 bit, Piz Midi) to view Midi data. No Midi can be seen there. There should be Notes On/off and CC 123 when the sequencer is stopped When I select the output in Track 2 to a MIDI (hardware) device or LoopMidi (with at the other end for example MIDI OX), no data is received there either.

It seems the MIDI input from another track with a VST which sends MIDI does not work. Track 2 with Hardware device or the PC keyboard a input does work.

When I do the exact same thing in Bitwig on a track with the same VST's, MIDI note data can be seen.
