There is.
Page 170 of the Ableton Live 10 Manual by Jon Margulies explains that
"When you automate a control, you're specifying absolute values, such as 'set the volume to -6b.' When you modulate a control, you're specifying a relative change to the control's current value, such as 'set volume to 70%.'
That is, the modulation control does not only apply to changing pitch/keys--but can be used to alter the value of controls by percentages.
"To get started, first select the clip you want to add modulation to. Then right-click on the control you want to modulate and select "Show Modulation" from the context menu. You'll then be able to draw the modulation you want in the editor. Clip modulation can't be recorded like automation--you have to create it manually."
In my instance, I wanted to fade in the volume of a midi clip (I haven't mixed yet, so I wanted to be able to mess with the faders while still being able to have an automated volume fade) so I threw on a Utility Device and right clicked on the volume parameter to 'show modulation' (automate volume by percentage).
