Clips not in sync when non-whole bar clip played beforehand

If I have a 2 midi clips (playing sliced simplers)

A) 1/4 bar clip (1 beat) (off beat hi-hat)
B) 7 beat clip (syncopated hi-hats)

If I play clip B for a while, then I play clip A, clip A is sometimes not playing in sync as I would expect, despite having 1/4 quantisation or even 1bar quantisation and legato off. Sometimes the hat is on the beat, sometimes off. Is there a way to make sure it plays in sync when ever it is started?

It should be in sync, must be something in the programming
