Issue: blank project: CPU already peaks at 18%

Hello,
I just quitted Mac and went to Windows 10 on a Dell XPS 15"
I opened a blank project and the CPU is already working around 18%. There is 2 blank midi tracks, 2 blank audio track, nothing is playing, no apps running in the background.
What's the matter? (on my mac with the same configuration I would see 0 to 1% CPU activity)
