Add locator outside of barline

In the Arrangement view: Can locators be added by "Set"-knob that are not magnetic snap to barlines.

When the Arrangement is playing it is subject to Global Quantization, so with Global Quantization set to "None" it adds non-quantized locators.

With the Arrangement stopped the locator is added at the insert marker. Alt+click to put the insert marker outside the Grid, or disable the Grid.
