Latency bad after Catalina/Live 10 upgrade

My latency is noticeably worse across the board. What's different than before is that before the latency correction would work, now it seems to do 50% of the job, if anything.

The other thing that NEVER happened in the past is there is visual latency all the time. I play a song, and watch the tracks, and the music is behind the cursor by a noticeable amount. This is a new phenomenon.

Recording is nearly ridiculous. The latency is serious.

there's so many reasons this might be occurring.

Is Delay compensation on?
buffer size?
Is there latency in other DAWs?
Does it occur in an empty session?
