Midi notes not sustaining the proper length when rendered.

This is happening in multiple projects and with multiple tracks both VST and not VST instruments.

I've tried nearly everything at this point. every time I render a track with midi instruments, the notes dont go on the proper length and get shortened to about sixteenth notes regardless of length once I render them. is there some fix for this I'm missing? I have 2 projects due in 10 days but this is really taking up so much of that time. Its not all tracks, just a few select ones, almost selectively the VST tracks but it appears to have an effect in some of the built in instruments as well.
