Does latency on returns affect recording latency?

Hello,
When I am in the tracking phase, I avoid any plugins without zero latency on my tracks and the master bus. Should I avoid any plugins with latency in the return tracks as well during recording? If I have a reverb with some latency on a return track, will that add overall latency to a recording track with a send to that reverb return even with the "Reduce latency when monitoring" on? With "delay compensation" on, will other tracks be delayed in order to be in synch with the return fx tracks? In other words, are return tracks involved in the synching process? Thanks.
