Ableton Live 11 Missing Options.text

After a Windows 10 update I'm missing the options.text file where I want to put -NoVstStartupScan so that Ableton doesn't scan my Plugins every time I open it. I've searched for quite a while for an answer, but it's like trying to find the Vatican secrets.

Here's the filepath I'm in:

Users > Me> AppData > Roaing > Ableton Live 11.02 > Preferences.

There's no document in the Preferences folder called options.txt

Please tell me if I'm in the right place, and if not, the exact filepath to get to the right place. And also please let me know if -NoVstStartupScan is the exact command I have to put in the options.text document.

This is why I always bail from electronic music production lol!! I find this stuff too frustrating and it takes too much time away from making music.

the path you wrote is correct.
If the file doesn't exist, simply create a new document and save it there.
I'm not sure about the content.
This is what I have in my file:

-ShowDeviceSlots
-AutoAdjustMacroMappingRange
-_PluginAutoPopulateThreshold=-1
-NoVstStartupScan
-ReWireChannels=32
-NoAutoArming
-EnableArmOnSelection
_AbsoluteMouseMode
_ReportZeroLengthClips

I would have a search on here or on the Reddit ableton page. There are a lot more but most are too esoteric for me.
My fav line here is the showdeviceslots.
