Well, the open source Audacity (http://audacity.sourceforge.net) is a decent tool, especially for being free. I used it for a while and was able to basically do most things I wanted.

I personally use Adobe Soundbooth now though, but a major reason why was because I was already getting the CS3 Master Suite for work and what not. Soundbooth is pretty slick though, I have to admit.

Sound Forge is an excellent value with the included CD and Noise Reduction software. Also, some decent mastering plug-ins.
However, I would like to edit a track while listening to the rest of the tracks in combination. I have not figured out how to do this within Sound Forge. (I imagine that the other audio editors have this same limitation in conjunction with Live).
I still think one of Live's deficiencies is lack of proper audio editing within the program (and why I often end up in Cubase 4 after starting a project in Live).

I don't use one but keep seeing this question pop up. So is this always something that has to be done in an external program? Are the functions something that could be included within DAWs themselves but never are?

Cubase has great audio editing IMO. Also, there is a real scrub rather than the skippy audio scrub within Live 7.
