Can Sampler do "release triggers"?

Kontakt does this quite nicely - when you release a key, it triggers another sample...

Use a rack and the Note Length Plug (set to trigger on note off, of course).

no.. 2 instances of Note Length in a MIDI FX rack..
one set to Note On, one set to Note Off..

yes i think you need two instances.
