Not to tough for a sound. Its a sawtooth based synth with a filter envelope for the pluck sound (maybe a little color with distortion.) with a simple delay with a compressor.

also the pre delay, type sound could be a combination of Reverb with some dealy. Reverb set with a high pre dealy, and long decay (Nr Max) but with the the dry/wet set to a quarter, this gives big space sound on a send chanel, where you can further alter the dry/wet with the send mix.
I makes for sort of 'delay cloud' behind the original sound. that's the basic idea anyhow.
I love the technique, gives an ambient feel to just about any sound. but great with plucky arps.
