Offset Marker Being Ignored/Clips Not Starting on Downbeat

I've just started to have this problem in 3.0. No matter where I put the Offset Marker the clip will start wherever it wants to, usually somewhere near the 2nd beat. It's starting to drive me crazy.
Anyone else have similar symptoms??

ps i've still not figured out why the loop brackets don't show up most of the time, or the arrows to increase/decrease track height...instead i only get a black & white circle that's very inaccurate.
