Hotkeys n - insert time signature change, m - add locator
Simple enough suggestion by comparing with others. Also maybe ctrl+delete or alt+delete to delete all time signature changes. Then all line on bottom of keyboard would be used for something, like b for draw mode. It would be just for convenience.
