Back in the day I used to use Opcode's Vision Pro and we used to be able to draw Velocity Percentage curves. As seen in the bottom left corner of the image here in the velocity window. The tool allowed us to draw a line scaled velocities from 0% to 100% keeping the relationship of the velocities in tact but simply scaling them based on where the curve was as it passed over the velocity. This was incredibly useful when we had some robust drum parts or staccato melodies that we wanted to "play in" rather than "fade in".

I understand that this can be done non-destructively using the velocity device and some automation, but that actually seems more like a work-around than just having this option included in the editor and its not possible to bake what the velocity device is doing to the midi track without recording to another track.
